Dawn has focused on building an economy that works for Rhode Islanders at every stage of life, while addressing one of the state's most urgent challenges: housing affordability. In the Senate, she has supported efforts to expand housing production, remove barriers to new development, strengthen protections for renters and homeowners, and invest in the infrastructure needed to support growing communities. She has consistently argued that Rhode Island's housing shortage is not only a housing issue but an economic one—affecting workforce growth, business development, and the ability of young families, seniors, and working people to remain in the state.
Senator Euer's economic agenda has emphasized creating opportunity while protecting quality of life, supporting policies that help Rhode Islanders find stable housing, access good-paying jobs, and participate fully in the state's economy. Her approach reflects a belief that economic growth and affordability must go hand in hand, ensuring that Rhode Island remains a place where people can build a future and thrive.

Clean Energy & Climate
Dawn has been a leading voice in Rhode Island’s efforts to confront climate change and transition toward a cleaner, more resilient energy future. As a sponsor of the landmark Act on Climate, she helped establish legally binding emissions-reduction targets, shifting the state toward enforceable long-term climate planning across energy, transportation, and infrastructure.
Her approach to clean energy is rooted in the belief that an energy transition is essential not only to address climate change, but also to “unrig” and rewrite a utility system that too often places unfair burdens on working people. She supports reforms to improve affordability, expand renewable energy, and increase transparency and accountability in utility regulation.
Senator Euer also prioritizes protecting Rhode Island’s coastal communities from sea-level rise, flooding, and extreme weather, emphasizing that climate action is both an environmental necessity and an economic opportunity that can strengthen infrastructure and create jobs while safeguarding the state’s future.

Healthcare & Reproductive Rights
Dawn has been a consistent advocate for expanding access to healthcare and protecting reproductive freedom in Rhode Island. She helped codify Roe v. Wade protections into state law three years before the U.S. Supreme Court overturned it nationally, ensuring reproductive rights remained protected in Rhode Island. She has also supported expanding access to contraception and strengthening comprehensive reproductive healthcare services.
She worked with local community organizers to preserve access to local maternity care at the Newport Birthing Center. She also successfully sponsored legislation to shield healthcare providers from out-of-state legal attacks targeting lawful care in Rhode Island.
Senator Euer has also wrked to address medical debt and the financial burden of healthcare, because people should not be punished for seeking care. She knows Rhode Island’s healthcare system is in crisis and much more needs to be done to ensure access, affordability, and stability. Across her work, she has maintained that healthcare access and reproductive justice are essential to both personal freedom and economic security.

Elections & Voting Rights
Dawn has been a leading advocate for strengthening democracy and expanding access to the ballot box in Rhode Island. She has championed policies that make voting more accessible, secure, and convenient, believing that a healthy democracy depends on broad participation and public trust in the electoral process. As a sponsor of the Let RI Vote Act and other voting reforms, she has worked to modernize elections, improve voter access, and remove unnecessary barriers that can prevent eligible Rhode Islanders from making their voices heard.
Senator Euer's approach to voting rights is rooted in the belief that democracy works best when every eligible citizen can participate fully and fairly. Whether advancing election reforms, protecting the integrity of the voting process, or promoting transparency and accountability in government, she has consistently focused on ensuring that Rhode Island's democratic institutions remain accessible, responsive, and representative of the people they serve.

Education
All of our children deserve to attend schools in modern buildings that are safe, warm, dry, and equipped for today’s learning. Rogers High School became a symbol of Rhode Island’s failing school infrastructure, and Dawn led the effort to put school construction funding on the ballot. Voters responded overwhelmingly in support, making long-overdue improvements possible. As a result, Pell Elementary was expanded and Rogers High School was rebuilt.
Dawn has remained a consistent defender of strong public school funding. She believes public dollars should strengthen public schools and opposes efforts to divert state funding away from them to charter schools. But she also believes more must be done to ensure students are graduating prepared to reach their full potential. Right now, too many students are not being adequately supported, and we are falling short of what the next generation deserves. Rhode Island must do more to close those gaps and deliver real opportunity for every child.

Seniors & Aging
Dawn has supported policies that protect the dignity, independence, and financial security of Rhode Island’s older adults, with a focus on helping seniors age in place in communities like Newport and Jamestown. Her work has included delivering tax relief for older homeowners, expanding access to free bus passes for low-income seniors, and strengthening oversight and transparency in nursing homes to improve quality of care and accountability.
She has also backed efforts to improve long-term care systems, expand access to essential services, and address rising costs that disproportionately impact fixed-income residents. Across her work, Senator Euer has emphasized protecting seniors from financial strain and ensuring they can remain safely and independently in their homes and communities.

Military Families & Veterans
Representing a district that is home to military families connected to the Naval War College and a significant veteran population, Dawn has focused on supporting those who serve and have served. She has backed multi-state licensure compacts to help military spouses maintain careers during relocations and strengthen economic stability for military households.
Senator Euer has also supported stronger consumer protections for military members and veterans, including efforts to prevent predatory lending and reduce the risk of foreclosure targeting service members. She has further supported policies to help schools coordinate with military families to ease student transitions between districts.
She maintains regular engagement with the local base commander and Department of Defense liaison to ensure state policy reflects the needs of military families and veterans, reflecting a commitment to stability, fairness, and opportunity.

Judicial Selection Reform
Dawn ran for office because she believes government should work for the people, and that includes our courts. The merit-based judicial selection reforms Rhode Islanders voted for in 1994 have been undermined by insiders. This is not an abstract problem. Every state law we pass to protect our rights is only as strong as the courts that enforce it. With state courts more important than ever in the face of federal overreach, Dawn is pushing to restore genuine merit selection and end the magistrate loophole.
Why now: As the federal administration undermines civil rights, states are stepping up, but without fair, independent courts those protections do not hold. Rhode Island needs judges chosen for qualifications, not connections.

Public Safety
Dawn’s approach to public safety is grounded in fairness, accountability, and a justice system that earns public trust. She supports evidence-based reforms that focus on crime prevention, rehabilitation where appropriate, and ensuring the system remains transparent, proportionate, and effective.
Her work emphasizes both individual and institutional accountability, reflecting the belief that public confidence depends on oversight, transparency, and consistent enforcement of the law. She has supported investments in community-based solutions that address root causes of crime, alongside efforts to strengthen due process protections and improve government accountability.
Senator Euer has also supported gun safety legislation aimed at reducing firearm violence and keeping communities safe because she knows that responsible gun policy is a core component of public safety. Justice and safety are interconnected, and Rhode Island is strongest when its systems are trusted, fair, and focused on both accountability and prevention.

LGBTQ+ Rights
Dawn has been a long-standing advocate for LGBTQ+ equality, rooted in her early work in the marriage equality movement that helped secure Rhode Island’s legalization of same-sex marriage. She has continued that commitment in the State Senate by supporting protections that ensure LGBTQ+ Rhode Islanders are treated with dignity, fairness, and equal access to opportunity under the law.
Her work has included advancing nondiscrimination protections, strengthening safeguards for LGBTQ+ youth and families, and supporting policies that protect access to healthcare, including gender-affirming care. She has also backed efforts to shield providers and patients from out-of-state legal attacks targeting lawful care in Rhode Island.
Across her work, Senator Euer has consistently emphasized that equality is not only a civil rights principle but a matter of public policy, ensuring that LGBTQ+ Rhode Islanders can live, work, and raise families free from discrimination and with full legal protections.
